More on culture and language
I recently set out some of my basic beliefs and assumptions about what there is and about what makes a person.
"Biology and culture. Culture and biology. That’s not all there is, but – with the inorganic world within which biological organisms evolved and within which they exist – that’s enough to make a human being..."
And, in a recent podcast, I talked about Gottlob Frege's beliefs and assumptions about life and language, views which I endorse to a large extent. Frege saw human thought and language in fundamentally organic and holistic terms.
I am adding here a few general thoughts on culture and language. My sense is that these various fragments are compatible with one another and form (potentially at least) a more-or-less coherent whole.
Language is probably the most basic cultural element for two reasons: it bridges biology and culture in ways that other cultural elements do not; and it is the foundation or at least a sine qua non for the development of many other cultural forms and practices, from religion and politics to mathematics.
Culture is undoubtedly real but a culture is impossible to define in a precise way. The same applies to language and languages. Just as each of us deploys a unique linguistic system (idiolect) which is different in various ways – scope and details of lexicon, aspects of syntax, pronunciation, etc. – from the linguistic systems deployed by others within our language group, so each of us embodies a unique cultural mix.
This idea obviously relates to the idea of individualism and, I think, justifies taking individualism seriously as a potential way of dealing with social problems related to various kinds of identity politics and stereotyping.
Degrees of overlap vary between individuals but, because cultural elements are so diverse, there is no single measure of commonality. Some cultural elements are easily isolated and compared but most are not.
Take language. Though the idiolect notion is (in my opinion) central to any truly scientific approach to language, for practical purposes it is useful – necessary in fact – to distinguish between languages or dialects. This inevitably involves abstraction and simplification – but then so does most of our ordinary, day-to-day thinking.
Religion is another fairly clearly identifiable cultural element, at least in the sense that the churches and sects and religious movements of the modern world can be defined and demarcated in both social and doctrinal terms. Complications arise, however, when you start to look at how participating individuals envisage and justify their participation. Congregations may be gathered together physically, but each individual will have a unique perspective on what they are doing and why.
I am conceding that identifying and drawing cultural distinctions within certain defined areas is not only possible but inevitable and necessary. But defining and drawing these distinctions is difficult to do in a rigorous way. And, if one is talking about a culture in a general sense, that task becomes well-nigh impossible.
The notion of a national culture is particularly problematic. Where there can be said to be such a thing, it is of necessity imposed and artificial – in contrast to regional cultures, for example, which are shaped over long periods of time by local conditions and practices.
Generally, it makes more sense to talk of national myths and ideologies rather than national cultures, I think. Perhaps if one is looking at a fully-fledged totalitarian state in which the natural course of cultural history has been totally blocked or perverted by a central authority, leaving the population with no other culture than that which has been imposed upon them by their ideologically-driven overlords, you could talk about a national culture. But, even in such cases, pockets of resistance will inevitably arise, complicating the picture.
Ideology and political myth, I am saying, need to be distinguished from (and are always in tension with) the more spontaneous and organic forms of thought and action which derive from the activities of small groups, families and individuals pursuing their personal goals.

Individualism and cultural embeddedness
I talk here about my general goal in this series of podcasts of presenting and defending a form of individualism which takes seriously our cultural embeddedness, noting that universal political prescriptions – to the extent that they can be applied at all – are rarely successful. Reference is made to the surprising origins of neo-liberalism in Europe in the 1930s. The European neo-liberals were keen to distance themselves from earlier, laissez-faire approaches to economics and emphasized the importance of cultural factors.

Speaking of time

A confusing and (arguably) confused article about time which appeared late last year at The Electric Agora prompted me to set out a few of my own thoughts on perceptions of time and time and language.
There is the physics of time (that is, time as it is dealt with and understood in the context of physics) and time as we experience it. Natural languages provide subtle means for dealing with the latter.
There is no absolute dichotomy here, however. The physics of time cannot be totally divorced from our experience of time, though the connections may be convoluted. All our experiences of time involve the mechanisms of memory and various systems within the body which keep track of time at various scales.
Physics is an empirical discipline, one among many. I am committed to a consilient view of the sciences and intellectual inquiry more generally. Discipline boundaries should not be seen as rigid. They are largely matters of convenience, practicality and organization and a process or phenomenon can often be approached from various directions and dealt with in different – and complementary – ways.
We experience periods when time seems to pass more quickly or slowly than normal. The former tends to be associated with pleasant or absorbing activities and the latter with pain or boredom. And we have the sense that time in general and, especially, longer periods of time pass more quickly as we age. These are, and are clearly understood to be, subjective phenomena.
Moreover, fast and slow are intrinsically relational ideas. If last year seemed to rush by, it is only by comparison with how we remember previous years. And a slow motion or time-lapse photography-based film can only be identified as such by contrast to the pace of events in the real world with which we are familiar.
There is another sense in which time can be said to go faster or slower. Different kinds of nervous and perceptual systems run on different time scales. For example, we find flies and many small animals very hard to catch. Their perceptual and motor systems run faster than ours. It is as if to them we are lumbering giants living in a slow-motion world.
There are some important facts about time which were discovered in the 20th century which are very puzzling but which can be known and accepted by anyone, including those without any training in theoretical physics. For example, we know by experiment that synchronized clocks do not stay synchronized under certain circumstances (relating to motion and exposure to gravitational fields). If two clocks are synchronized at a given place and one of them is sent off on a journey in space and then brought back, the space-travelling clock will register significantly less time having passed than the other clock. And a clock exposed to a stronger gravitational field than another clock with which it has been synchronized will register less time having passed than the other clock when the clocks are reunited.
These facts have important implications for how we think about time. This becomes clear if you substitute living human bodies for mechanical clocks. An astronaut who travels on a long space journey and returns to earth will be younger than his twin who remained at home.
A natural interpretation of the end result is that time (from the point of view of the stay-at-home) has passed more slowly for the astronaut, and (from the point of view of the astronaut) has passed more quickly for his twin. Such claims need to be clearly distinguished from claims about the other person’s experience. Quite obviously, the claims do not relate to the experience of time passing or the experience of aging. They represent perspectival views and constitute a natural gloss or commentary on the basic facts.
Has the astronaut travelled to the future? In a real sense, he has. But, again, there is scope for confusion and misunderstanding here.
Of course, there is often a tension between scientific and commonsense perspectives. The latter are inevitably shaped by language as well as by other inherited modes of thought. Applying a language which evolved to deal with certain limited sets of possibilities to situations which involve contingencies which transcend these limits inevitably poses problems. And these problems are all the greater if we are dealing not just with incremental technological developments but with ideas, circumstances and possibilities which are radically new and which lack analogues in the world within which language originally evolved.
I am not questioning the adequacy of ordinary language for ordinary communication nor its adaptability and flexibility in the face of technological change and development. When it comes to the physical and social world as we normally encounter it – and to our perceptions of time – language works just fine.
There is great variation in the way different languages deal with time. Some languages are tenseless (e.g. Burmese, Vietnamese, Thai, Malay and most varieties of Chinese) and have other ways of dealing with time but, in most languages, the grammatical category of tense plays a central role. The category of tense interacts with aspect and mood in complex ways which vary from language to language, allowing precise, time-related distinctions to be made. The complexity and sophistication of the grammatical structures involved testify to the importance that a command of the subtleties of time (and perspectives on time) have played in human thought and interaction over many millennia.
Tense is relational. The time of the event or state denoted by the verb is indicated in relation to some other temporal reference point or points. In the case of absolute tense, the temporal reference point is the “now” of the speaker, the moment of utterance. (“It was raining.” “It has been raining.” “It is raining.” “It will rain.”)
More complicated cases involve absolute-relative tense. This involves reference to a time which is related to a temporal reference point which is not the moment of utterance; this temporal reference point is, in turn, related to the moment of utterance. So you are in effect juggling three points or periods in time. The main kinds of absolute-relative tense are future perfect, past perfect, future-in-future and future-in-past.
The future perfect, for example, involves reference to a time located before a contextually determined temporal reference point that must be located in the future relative to the moment of utterance. (“He will no doubt have forgotten about it by the morning.”)
And the past perfect involves a time in the past relative to a reference point which is itself in the past relative to the moment of utterance. (“I had hoped to find her at home but she wasn't there.”)
The inferences involved in conditional sentences are often time based. Past perfect tense is often involved. (“Had he been here when you passed, you would have seen him.”) Or the future perfect. (“If she completes the task by tomorrow afternoon, she will have proven herself.”) Note that a particular view or “map” of the structure of past, present and future is implicit in these forms of expression, and the logic of the sentences rests upon a shared understanding of this time “map”.
In addition to these and similar grammatical structures, there are also many common idiomatic expressions which pertain to how we experience time. Such expressions are almost invariably metaphorical. Crucially, they are generally taken as such, and are not seen as literal or metaphysical or proto-scientific claims. The same can be said for many common expressions about the natural world which, taken literally, are in conflict with a scientific understanding but which, used in the normal way, are perfectly acceptable. (Sun rising, wind blowing, etc..)
Time may not literally “pass” or “flow”, but these and similar expressions capture something of our experience of inexorable change.

A few thoughts on intellectual history, abstraction and values

Terms like “pragmatism” as it applies to philosophy and the history of ideas – most isms really – are intrinsically vague and useful only to the (necessarily limited) extent that they help to bring out persistent or more fleeting strands or commonalities in thinking within or across populations.
Even the views of individuals are often difficult to fathom and characterize accurately. That these views generally change over time, from book to book, from article to article, from diary entry to diary entry, makes the task even harder.
Nor is any one thinker’s work privileged over another’s. Judgments on the intrinsic merits of individual works or of the merits of particular thinkers are very difficult to make in an objective manner.
But individual thinkers can be readily assessed according to the compatibility of their views with the findings of contemporary and subsequent scientific and scholarly investigation. Certain thinkers can also be shown to have been more influential than other thinkers. Unfortunately there is very little correlation between these two vectors. Sometimes it seems that an inverse correlation between compatibility with science and personal influence applies.
In my view, there is no grand narrative and no abiding canon. We find ourselves with respect to the history of ideas – just as we do with respect to any and every aspect of this relentlessly evolving world – in the midst of complexities which can only be satisfactorily “simulated” or modeled by the reality that is generating them. The best we can do is make marginal notes.
One of Louis Rougier’s early books was called En marge de Curie, de Carnot et d’Einstein: études de philosophie scientifique. Marginal notes, you could say, by a marginal figure.
Rougier’s works are not on anybody’s essential reading list today. He made some bad career moves and got pushed aside, but he was a rising star in the 1920s and a very influential figure in the 1930s. You want to pigeonhole him? Not possible, I’m afraid.
Rougier was aware early on of the thought of William James (whom he read in translation). It was James’s version of pragmatism that he singled out for attack as a young man, but which arguably was not all that far from his own developing views. As Rougier himself often pointed out, intellectual history can be seen as a dense network of ironies and contingencies.

There is another angle to this. It relates to the nature of language. I see natural language as something that evolved for specific reasons and which is well suited to certain uses (e.g. storytelling and facilitating and coordinating social interactions of various kinds) and not so well suited to other uses. In particular, I am wary of the dangers of using abstract concepts in a relatively unconstrained way as often happens in theology and philosophy.
Common concrete nouns involve abstraction. There is no instance of a dog that is not also a particular animal of a particular breed or mix of breeds; or of a table that is not of a particular type and size and shape and color etc.. Such words, however, are clearly both semantically constrained and useful. Common abstract nouns are also useful as a sort of linguistic shorthand.
The trouble is that we have a natural tendency to hypostatize concepts and this has led, variously, to myth, ideology, philosophical puzzles and the elaboration of metaphysical systems.
Mythic elements in our thinking are unavoidable. Likewise ideology to an extent. Our brains just naturally generate value-laden narratives. Beyond this we are, as language users, committed to certain rudimentary metaphysical assumptions associated with grammatical structures that can lead to philosophical puzzles or pseudo-problems. But the deliberate construction of free standing or self-contained metaphysical systems is something else again.
Arguably myths, ideologies and metaphysical systems (unless the latter are closely tied to science) lack any real connection to non-human reality. Many metaphysical systems fail even to connect to human reality in any significant way.
Within science, abstractions are necessarily constrained. They play their assigned roles within, and take their meaning from, theories. The abstractions are constrained by the theories, and the theories are constrained by the rules and protocols of the discipline in question and ultimately by empirical evidence.
The formal sciences take us further from natural language than empirical science generally does. Abstractions in mathematics and logic take their meaning from, and so are constrained by, the rules of the systems involved. They are, as it were, contained within the system. What Rudolf Carnap referred to as “external” questions about these concepts are misguided and ultimately meaningless.
I would not want to commit too strongly, however, to a distinction between the formal and the empirical. Many developments point to a blurring of the distinction. For example, pure mathematical structures have long been known to play important roles in modeling physical reality. And, of course, the rapid development of computers and artificial intelligence is changing the nature of mathematics, arguably moving it closer to empirical or applied science. Algorithmic information theory is a case in point, focused as it is both on practical problems and on deep questions concerning the fundamental nature and limitations of computation and mathematical thinking (i.e. on metamathematics).

Moral, social, political and aesthetic values and convictions can be described but ultimately cannot be derived or justified scientifically. Moreover, discursive reason cannot be applied in any really comprehensive or extensive way to normative questions without creating drastic distortions and oversimplifications. Discursive reason operates on one level; values on another.
Whenever I read a philosophical text on normative questions which is framed in terms of arguments mounted in standard philosophical style I rarely get beyond a couple of paragraphs before a move is made which appears unmotivated or to which I object for one reason or another. Historical approaches make more sense to me, especially when they are (or aspire to be) purely descriptive.

Lee Smolin's realism

Lee Smolin is a respected physicist who has always had strong philosophical interests and convictions. He recently articulated his realist views in a public lecture. What follows are my notes on his lecture mixed in with a few comments and observations.
Smolin is strongly opposed to postmodernists who reject the notion of objective truth and who see reality as a social or historical construct. He draws parallels between the anti-realism of postmodernists and the anti-realism of certain physicists associated with the development of quantum mechanics (QM) and the so-called Copenhagen interpretation.
Smolin claims (as Einstein did) that QM is an incomplete theory and so, in a real sense, wrong. The key problem with QM as Smolin sees it is the so-called “measurement problem”. It relates to the notion of wave–particle duality and the two laws or rules that QM provides to describe how things change over time. Rule 1 or law 1 says, in effect, that (except during a measurement) the wave evolves smoothly and deterministically (somewhat like a wave on water). This allows the system to simultaneously explore alternative histories which lead to different outcomes all of which are represented by the smooth flow of the wave. Rule 1 applies when you are not making a measurement. Rule 2 applies only when you make a measurement.
Smolin argues that the 2nd rule means that QM is not a realist theory. If we (or other observers) were not around, only rule 1 would apply.
One of the main developers of the theory, Erwin Schrödinger, was uncomfortable with the theory and its implications. He crystallized his doubts in the form of the famous live/dead cat-in-the-box thought experiment (which is explained by Smolin in his talk (starting at 39.54)).
Niels Bohr, in contrast to Schrödinger, embraced the paradoxical nature of QM, partly because it fitted in with ideas which he had developed previously. Bohr’s notion (or philosophy) of complementarity was shaped by these ideas and by the observed behavior of elementary particles. Sometimes such particles seem to behave as if they are waves, sometimes as if they are particles and, crucially, how they are observed to behave depends on the details of how we go about observing them.
Smolin takes an unequivocally negative view of Bohr’s metaphysical views as well as of the views of Bohr’s protégé, Werner Heisenberg. Here he is on the former:
“Now, of course, Bohr had a lot to say about things being complementary and in tension all the time and you always have to have two or more incompatible viewpoints at the same time to understand anything, and that especially goes […] for knowledge and truth and beauty. And he got off on the Kabbalah, of course. Anyway [long pause] … it doesn’t cut it with me.”
For Smolin, QM's incompleteness is intimately bound up with its incompatibility with realism.* QM is not consistent with realism because the properties it uses to describe atoms depend on us to prepare and measure them.
“A complete theory,” insists Smolin, “should describe what is happening in each individual process, independent of our knowledge or beliefs or interventions or interactions with the system.” He is interested in understanding “how nature is in our absence.” After all, we were not around for most of the history of the universe.
Smolin defines realism as the view that nature exists independently of our knowledge and beliefs about it; and that the properties of systems in nature can be characterized and understood independently of our existence and manipulation. Our measuring etc. “should not play a role in what the atoms and elementary particles are doing.” What he means, I think, is that our interventions should not play an essential or crucial role in the descriptions and explanations which our theories provide.
“A theory can be called realist,” Smolin explains, “if it speaks in terms of properties whose values do not require us to interact with the system. We call such properties “beables”.”
By contrast, a theory whose properties depend on us interacting with a system is called operational. Such properties are called “observables”.
Observables are defined as a response to our intervention. Beables, by contrast, are not defined as a response to our intervention. They are just there, it seems.
But how do we get to know the values of these properties unless we interact with the system? Also, there is the framework question. Properties and values arguably only exist within the context of a particular perspective or theory. In order for properties and values to be properties and values, we need to conceptualize them as such. I will ignore this broader question, however, and focus on what Smolin means by interaction.
Even ordinary observations (like seeing or hearing or recording something electronically) involve us or our measuring devices interacting in some way with the system we/they are observing/recording. Smolin appears not to be concerned with such interactions here because, although the nature of the observer’s perceptual apparatus and/or the nature and settings of the equipment being employed determine or pick out what is and what is not being observed or recorded, the results are otherwise quite independent. The type of datum is determined by the nature of the observer or the observing or recording process, but not the data themselves.
In the case of experiments with elementary particles, however, the situation is subtly – and sometimes dramatically – different. Interactions are such that they determine, or play an active role in determining, the values in question.
Arguably, ordinary cases of measurement and observation do not pose problems for the commonsense realist. But if our observations alter in a material way whatever it is which is being observed – as appears to be the case in respect of the quantum realm – problems arise.
Operationalism was first defined by the physicist Percy Bridgman (1882–1961). The book in which he elaborated his views, The Logic of Modern Physics, was published in 1927, the same year QM was put into definitive form. Bridgman’s philosophical approach has much in common with the instrumentalism which characterized the views of the majority of thinkers (physicists, logicians, philosophers) associated with logical positivism. Bridgman was in fact personally involved in the activities of the Vienna Circle.
It was the physicist John Bell who introduced the concept of beables. According to Bell – and according to Smolin – it should be possible to say what is rather than merely what is observed. This is all very well but – quite apart from philosophical arguments questioning the notion of a noumenal world – experimental results continue to come out against the realists. Experiments with entangled particles, for example, seem to exclude the possibility of any form of local realism. Some form of nonlocal realism is still very possible however.
Smolin is at his weakest when he talks history. The story he tells about the generation of physicists who grew up during the Great War is hard to swallow. It seems that they were predisposed to anti-realism by virtue of the unusual circumstances of their early lives. They had witnessed at an impressionable age the destruction of the social optimism of the 19th century, and so were skeptical of rationality and optimism and progress. They had lost older brothers and cousins and fathers and uncles and had “nobody above them ...” No wonder they didn’t believe that elementary particles etc. have properties which are independent of our interactions with them!
You would think that the fact that Niels Bohr, the father of the Copenhagen interpretation, was not a part of this generation would sink Smolin’s generational explanation from the outset. As would even a cursory knowledge of the history of 19th century thought which is shot through with various forms of idealism, anti-realism and radical empiricism. The phenomenalist philosophy of science of Ernst Mach (1838–1916) is a case in point. At the end of the 19th century, Mach articulated ideas which were later picked up by the thinkers Smolin is criticizing.
Smolin explicitly recognizes that Bohr’s main ideas were formed well before the development of quantum mechanics and that he was influenced by 19th century thinkers – including by Kierkegaard (whom Smolin clearly does not hold in high esteem).
Smolin quotes some of Bohr’s claims:
“Nothing exists until it is measured.”
“When we measure something we are forcing an undetermined, undefined world to assume an experimental value. We are not measuring the world, we are creating it.”
“Everything we call real is made of things that cannot be regarded as real.”
Heisenberg followed the same general approach:
“The atoms or elementary particles themselves are not real: they form a world of potentialities or possibilities rather than one of things or facts.”
“What we observe is not nature itself but nature exposed to our method of questioning.”
Bohr said: “We must be clear that when it comes to atoms, language can be used only as in poetry. The poet […] is not nearly so concerned [with] describing facts as [with] creating images and establishing mental connections.” What he meant, presumably, is that the normal referential function of natural language cannot be used in relation to the quantum world, and anything we say about that world (using natural language) will necessarily be a creative construct shot through with metaphor and paradox.
Maybe so. Or maybe not. It is not something we can know a priori. It all depends on how our models develop and on the results of experiments. But, until QM is subsumed into some (hypothetical) broader theory which allows us to envisage quantum processes in more intuitive or realism-friendly ways, Bohr's general views regarding the radical inapplicability of natural language and ordinary logic to quantum events or processes will remain plausible.
* There is also the question of gravity. Quantum field theory brings together QM and special relativity. QM and general relativity have yet to be satisfactorily reconciled, though a line of research associated with the so-called AdS/CFT correspondence – a string theory-based approach – has made considerable progress towards this goal.

Culture and language: some personal reflections

Much is written about shared narratives and their role in creating a common culture. But what is a culture?
The idea of a common culture – whether that culture is defined in regional, national or supranational terms – is an idealization and necessarily vague and imprecise. This fact needs to be recognized. But it does not entail that clear and definitive claims about culture cannot be made. One way of making claims more precise is to focus on specific cultural elements. My background in comparative literature and linguistics leads me to focus on language.
Language can be seen from a broadly literary perspective on the one hand or from a scientific perspective on the other. The former perspective motivates my views to a large extent and provides a partial conceptual framework (based on certain intellectual and literary-historical traditions). But linguistics extends and strengthens the conceptual framework and provides a bridge to cognitive and evolutionary science.
Language is central because, without language, distinctively human forms of social practice would not have arisen. Take early ritual burials, often seen as markers of emerging human consciousness. Clearly, some kind of shared narrative is at work here; a shared notion of an afterlife for which the deceased is being prepared. Such a sophisticated narrative could not have existed before our ancestors developed a capacity for language.
There is a huge gulf between the linguistic or semiotic capacities of humans and other animals. All known human languages (apart from pidgins) share an equivalent degree of structural and grammatical complexity. Presumably language did not come into existence all at once and fully-formed, but evidence for hypothetical, intermediate forms is unavailable and we can only speculate regarding the communicational powers of pre-modern humans and other hominins.
There is an important distinction between a (natural) language and the more general and abstract concept of human language which parallels the distinction between a culture and human culture in general. All actual linguistic phenomena occur within a specific linguistic context, of course. But languages share common elements and/or structural features with other languages, so the idea of a language is not a simple one and is not without its problems.
In what sense does a language exist as distinct from particular instances of language use? Spoken words and written texts are generally assignable to this language or that, but precise boundaries are impossible to draw. Grammars and dictionaries try to do this but they can never reflect the constantly shifting contours of actual linguistic practice which always depend on the knowledge and behavior of individual speakers. In the final analysis, then, what we have is a set of unique and (to a greater or lesser extent) overlapping idiolects. We find it convenient, however, to group sets of idiolects into what we call dialects or languages. (Noam Chomsky and many other linguists have explicitly endorsed this idea.)
If a language is difficult (or impossible) to define, the notion of “a culture”, being more general, is even more problematic. But something similar to an idiolect-based approach can help us out. Each of us can be seen to represent a unique cultural mix. What we call “a culture” is represented by a set of (potentially communicating) individuals whose cultural knowledge and practices are similar in certain respects.
Though only limited precision is possible when talking about particular cultures, it helps if the primacy of the individual (in the sense explained above) is borne in mind. Consequently, a bit of personal history may help to flesh things out.
I went to a high school which had a strong classical focus. Latin was considered an important subject. We read Book IV of Virgil’s Aeneid, the letters of the Younger Pliny (not recommended) and extracts from Julius Caesar’s Commentarii de Bello Gallico (an account of his military campaigns in Gaul).
The older boys had studied classical Greek as well as Latin, but Greek was phased out. We were aware that Latin also was being marginalized in the broader educational culture. Fewer and fewer students were taking up Latin and, of those who did, fewer and fewer were taking it through to their final high school years.
Language lies at the heart of culture and knowing Latin gave us a sense of being part of a long tradition of Western cultural life. Being exposed to the actual words of cultural forebears who lived in a world untouched by Christian philosophy and yet which did not seem completely alien challenged us in subtle ways. This is an aspect of classical learning which is not always appreciated. Classical values (despite attempts by later thinkers to Christianize them) are opposed in quite fundamental ways to the moral spirit of the New Testament and, by extension, to the underlying values of the many social and political movements that were founded upon and driven by secularized versions of Biblical ethics and eschatology.
Elements of classical culture permeated ordinary life in ways that are difficult to conceive today. The details, taken individually, seem trivial: Latin words and phrases were used in English more than they are now; likewise classical references in English idioms were once more common (like “crossing the Rubicon”). And historical figures were routinely alluded to. I don’t know if “Great Caesar’s ghost!” was ever actually a common exclamation, but it certainly was a successful 20th-century popular culture meme. Significantly, in the 1990s television series, Lois and Clark: The New Adventures of Superman, the Perry White character says, “Great shades of Elvis!” instead of “Great Caesar’s ghost!”.
One of the things that characterized European cultures in previous centuries was a fairly widespread knowledge of Greek and Roman myths and legends. You can’t read much literature in English or other modern European languages or appreciate the visual arts without at least a cursory knowledge of these stories.
Strangely, even in the 20th century, the names and images of Greek and Roman (and Scandinavian) gods and heroes were very popular and effective marketing tools for selling consumer products. Or even football teams (e.g. Ajax Amsterdam).
As a love goddess, Venus was always popular. Some years ago, a local firm, Venus Packaging, got rid of their old, sexist logo which incorporated a shapely silhouette with the tagline: “That’s packaging!” On a more sober note, STDs used to be called venereal diseases.
Fables (going back to Aesop and beyond) and fairy tales were generally better adapted for children than Greek myths and were woven deep into the fabric of life. I recall getting off a train at London’s North Wembley station (which was near where I then lived). I was in the back carriage and had a long way to walk down the platform to the exit gate. As I passed through, an elderly white woman was telling the story of “The Tortoise and the Hare” to the young, black ticket collector (an immigrant from the Caribbean). Obviously, she had made an allusion to the fable (she being the tortoise), which he had not understood. It was a poignant scene, especially given the race-based social and political frictions which were beginning to manifest themselves in parts of London and other English cities.
A sense of regret for the loss of shared stories and traditions has nothing to do with racism. It applies within all ethnic or racial groups and across them. But it also reflects a particular view of culture which my literary education happened to reinforce.
“The term culture,” wrote T.S. Eliot in his Notes Towards the Definition of Culture, “includes all the characteristic activities and interests of a people; Derby Day, Henley Regatta, Cowes, the twelfth of August, a cup final, the dog races, the pin table, the dart board, Wensleydale cheese, boiled cabbage cut into sections, beetroot in vinegar, 19th-century Gothic churches and the music of Elgar. The reader can make his own list …”
As I see it, without a rich, common culture, not only does a society become less interesting, it becomes less resilient. It fractures. And this is precisely what we are seeing in the United States and many Western countries today.
No doubt there are many causes of and explanations for the social and political problems we are currently witnessing, but the marginalization of shared, traditional stories is undeniably a significant factor. Given the nature of our brains – given that they are narrative-consuming and narrative-generating engines and that our sense of self and meaning and purpose are narrative-dependent – the loss of one set of stories will make space for another. How one characterizes and interprets the current changes will depend on one’s ideology which in turn depends on the stories which one has internalized over a lifetime.
A part of me (my non-scientific, emotional side) sees a toxic mix of manufactured slogans coupled with ad hoc narratives rushing to fill the vacuum left by the loss of traditional and organic modes of thought and practice.
This judgment is tempered, however, by an awareness of the essential transience of languages and cultures, and a belief that what is truly valuable in what has been lost, culturally speaking, will – for as long as humans continue to exist and thrive – always manage to find new forms of expression.

Wittgenstein and Russell on metaphysics, language and science
A piece I wrote on these themes for The Electric Agora (and subsequently republished here in a slightly revised form) triggered some discussion about the extent to which Russell’s outlook was truly scientific. It was suggested that Russell, driven by unwarranted metaphysical assumptions, got things fundamentally wrong about language and logic. By contrast, the later Wittgenstein and the Oxford school of “ordinary language” philosophy which developed in the 1950’s got things fundamentally right.
In the course of the discussion, I made the point that Russell was committed to a view of the world based on evidence and reason and was an energetic advocate for science and for a scientifically-oriented philosophy. This claim prompted the suggestion that, while Russell’s attitude to science was indeed positive, he made a fetish of science.
There is something in the fetishization idea. As an adolescent Russell had found comfort in the certainties of mathematics. And it takes a particular kind of mentality to be so concerned about the foundations of mathematics as to devote many years to attempting to elaborate a sound logical basis for the discipline.
This story, however, can be told many ways. And it is not just a story about one man’s obsessions. It was a remarkable time in European intellectual circles, and arguably what made it so remarkable was the way that scientific advances in a range of areas – especially historical linguistics, textual criticism, natural history, mathematics and physics – mattered for the general culture. There was a sense that the world had changed irrevocably since the Enlightenment; that it was no longer business as usual. Too many established truths had been shown not to be truths at all. Given this intellectual upheaval, it is no wonder that the new world sensed or foreseen by many 19th-century thinkers and artists was a disturbing and disorientating one.
Despite their various metaphysical commitments or assumptions, I don’t think it plausible to see the likes of Frege and Russell in the same terms as the Hegelian metaphysicians who preceded them, if only because they were committed to scientific methods and open to the possibility that their various projects would fail. They were intellectual pioneers; explorers, not dreamers. And they were bound in a very productive way to the spirit of their time.
The grand plan to create an explicit and complete logical system which could encompass arithmetic was demonstrated – by Kurt Gödel in the early 1930s – to be impossible. But, as Karl Popper pointed out, this is precisely how science works and progresses: by bold conjectures and refutations. Without the prior work by Frege, Russell and others, Gödel would never have come to devise his remarkable proof. And it’s not as if Frege’s and Russell’s work was successful only in this negative sense. After all, their technical achievements helped to lay the groundwork for – and even shaped in certain ways – the revolution in digital computing as well as providing fruitful ideas in specific areas (such as formal linguistics).
I certainly don’t want to mount a defense of Russell’s logical atomism. I see the whole project of trying to construct a perfectly clear and perspicuous language (even if it is meant only for scientific purposes) as being doomed to failure. Russell’s own views changed over time. In his later works, he defends an approach to human knowledge which is (in my opinion) eminently defensible.
Russell was drawn to a correspondence view of truth. And, though his original insistence on a structural isomorphism between language and the world may not be sustainable, it seems to me (as it did to figures as different as Karl Popper and J.L. Austin) that there are objectively existing states of affairs – in both ordinary and scientific contexts – to which most statements refer and against which their truth or correctness (or whatever term might be appropriate) depends.
I see this view (or something very like it) as a prerequisite for science and scholarship as those pursuits have been traditionally understood. Sure, such a view has been challenged by various forms of idealism and radical epistemologies over the years. It is currently under sustained attack. Is it worth defending? Absolutely. How one sees these matters has serious intellectual, cultural and even political consequences.
Much of Austin’s work is descriptive and classificatory and, as I understand it, Austin saw himself as doing something like proto-science. He believed that his work on language would eventually form the basis for a mature science, and indeed his work has been picked up by linguists as well as by philosophers. Austin’s intellectual orientation was clearly quite different from Wittgenstein’s. Both thinkers had an appreciation of the power, complexity and expressiveness of natural language. But Wittgenstein was not interested in the sort of painstaking explicitness and classificatory thoroughness to which Austin aspired.
Previously I contrasted Russell’s scientific view of the world with Wittgenstein’s view. I am now suggesting a similar (but more limited) contrast between Austin and Wittgenstein. I want to make it clear, however, that I am not taking sides with respect to the thinkers involved. There is value both in Wittgenstein’s and in Austin’s writings on language. It’s just that their respective approaches and orientations are different.
On Russell and Wittgenstein, there are some issues on which I side with one, and some issues on which I side with the other. With respect to the status of science and scientific knowledge I am very much in Russell’s camp, not Wittgenstein’s.

Language and metaphysics
Early in his life Russell had accepted the general framework of Hegelian metaphysics that dominated English philosophy at the time. But he soon came to see problems with this point of view and felt a sense of excitement and liberation when he finally extricated himself from this way of seeing the world. He talks in his intellectual autobiography about his early rejection of the doctrine of internal relations which was a key feature of Anglo-Hegelian idealism.
Very roughly, this doctrine constituted a form of coherentism or holism according to which everything is related to everything else and nothing can be satisfactorily understood except in terms of the totality of these relations (i.e. ultimately in terms of the Absolute). This kind of idealism fell out of favour, but gained renewed intellectual respectability when Willard Van Orman Quine proposed a form of holism which was (ironically) partly inspired by the writings of Pierre Duhem, an historian of science who was not only a deeply religious man but also an orthodox and militant Catholic.
Wittgenstein, by contrast to Russell (and Quine), was not well-read in Western philosophy. He was blissfully ignorant both of classical and medieval thought as well as of German (and English) idealism, and the “metaphysical stance” which he himself came to identify in his Tractatus Logico-Philosophicus derived from its logical absolutism: the attempt to reduce the intelligibility of the world to pure logical objects in logical space. The Tractatus was an attempt to give definitive expression to the scientific project and by so doing to reveal its limits. The particular understanding of language, logic and mathematics which was at the heart of the Tractatus Wittgenstein gradually came to see not so much as false but rather as unnecessarily narrow.
One of the factors which led him to see this was hearing, in 1928, three lectures by L.E.J. Brouwer. Brouwer’s mathematical intuitionism was focused on numbers rather than geometry and on finite constructions rather than on infinite logical space. Wittgenstein had to face the fact that there were various ways of conceptualizing the basis of logic and mathematics, and he started to develop a philosophy of logic and mathematics which tried to explain these practices in terms of the sorts of common agreements which make social life possible. But most of his later work was focused not on mathematics or logic but on ordinary language and the ordinary social conventions which sustain it.
Friedrich Nietzsche had noted that each natural language is, as it were, pregnant with a metaphysics, the metaphysics of one language being different from the metaphysics of another. Metaphysics (as he saw it) was largely a projection of the structure of a particular language on to the world.
This general way of seeing metaphysics as a function of language can be applied not just to natural languages but also to more formal, constructed languages or logical systems such as those which were developed from the late 19th century onward. The crucial point is that metaphysics is seen as a kind of gratuitous by-product of a language and its use – or misuse. As such it is not something that can be studied in itself as the natural or social worlds may be studied.
The Vienna Circle is well-known for taking such a line and Wittgenstein, as a close friend of Moritz Schlick and an early participant in the deliberations of Schlick’s invitation-only group, played a crucial role in the development of the ideas which would come to be known as logical positivism.
Wittgenstein’s view of language developed beyond the position outlined in the Tractatus but there is a lot of continuity in his thinking and the Tractatus itself can be read as a critique of traditional metaphysics. It is this aspect of it which appealed to Schlick and the Vienna Circle. At no time did Wittgenstein write anything resembling traditional metaphysics (or ethics, for that matter).
But Wittgenstein also came to see the standard scientific view of the world as logically flawed and as incorporating metaphysical assumptions. The law of identity (‘A is A’) has a long history as a basic axiom of Western logic and plays an important foundational role in most modern formal systems. But in the Tractatus Wittgenstein was already moving away from this kind of approach, explicitly calling the law of identity into question. “To say of one thing that it is identical with itself is to say nothing at all,” he wrote. (5.5303)
What’s more, as a Christian primitivist in the tradition of Leo Tolstoy, Wittgenstein was not sympathetic to the anti-religious stance of most logical positivists. Probably on account of his religious commitments (which are often downplayed by philosophers), he was also rather less interested in scientific questions or in articulating a scientific view of the world than his erstwhile empiricist colleagues.
Wittgenstein certainly disappointed his old mentor, Bertrand Russell, by moving away from dealing with the sorts of science-and-logic-related questions which Russell himself was concerned with as a philosopher and focusing instead on an informal approach to language and other matters.
Wittgenstein saw language as something that has the potential to lead us astray, and much of his later work is designed to highlight the pitfalls of language (especially as deployed by philosophers). Metaphysical questions can usefully be approached in this way: in terms, that is, of language (whether natural or constructed). And often apparent problems can be dissolved.
Rudolf Carnap was a major 20th-thinker thinker who followed this general approach and sought to downplay the significance of ontological claims, characterizing philosophically-based metaphysical – and, specifically ontological – claims as being either trivial or problematic.
Carnap saw ontology, understood as “the study of what there is”, as being misguided. Questions about the existence of things which are assumed to be in a given linguistic or conceptual framework are trivially true. In his paper, “Empiricism, Semantics and Ontology” (first published in 1950), Carnap writes: “A question like: ‘Are there (really) space-time points?’ is ambiguous. It may be meant as an internal question; then the affirmative answer is, of course, analytic and trivial…” But if the question about existence is seen as general and unrestricted it becomes very problematic.
Thomas Hofweber (writing on Language and ontology in The Stanford Encyclopedia of Philosophy) summarizes Carnap’s view:
"Ontology, the philosophical discipline that tries to answer hard questions about what there really is is based on a mistake. The questions it tries to answer are meaningless questions, and this enterprise should be abandoned. The words ‘Are there numbers?’ thus can be used in two ways: as an internal question, in which case the answer is trivially ‘yes’, but this has nothing to do with metaphysics or ontology, or as an external question, which is the one the philosophers are trying to ask, but which is meaningless."
I am inclined to agree with this general position though I shy away from the word ‘meaningless’. Carnap termed such (external) questions “pseudo-questions”, and characterized the ontological pursuits to which they lead as “useless” and “futile”.
There is no question that metaphysical and logical ideas are related. The logical framework which one chooses has metaphysical implications. For example, if you reject the law of non-contradiction (as Hegel did, for example) this will have implications not just for what you see as valid forms of argument but also for how you see the world more generally.
I want to say something here – by way of clarification – about the various meanings and connotations of the word ‘metaphysics’. Sometimes it is used to refer to an intellectual discipline, sometimes more broadly to refer to a general view of the world. In the latter case, sometimes (but not always) there is a connotation to the effect that the view in question is akin to a religious view.
This can be confusing. For example, in his later writings, Martin Heidegger is often (and quite rightly, I think) seen as moving away from specifically philosophical and metaphysical discourse, at least as traditionally understood in the context of the Western academic tradition. But in another (quite valid) sense what he is doing is very metaphysical. When Graham Priest applies the term ‘metaphysical’ specifically to Heidegger’s later work (as he does around the 13-minute mark in this interview) he is using the term in my latter sense (and with the religious connotations, I think). I want to make it clear that this is not the kind of metaphysics which I am implicitly criticizing here. Nor (as I see it) is it the kind of metaphysics which (in their different ways) Nietzsche, Wittgenstein and Carnap were attacking. (In fact, a good case can be made that that Nietzsche, (the later) Heidegger and (the later) Wittgenstein have a lot in common.)
The sort of metaphysics that Wittgenstein, Carnap et al. were concerned to counter was the traditional scholarly kind which (on their view) is based on pseudo-questions arising from a misreading or misuse of language. They both rejected the view that there is a deep “ontological” sense in which the implicitly projected objects can be said to exist. Various kinds of objects exist, but only in an ordinary sense. And a keen sense of what language is and how it works – such as Nietzsche (as a philologist) certainly had, and as Wittgenstein and many of his philosophical contemporaries also had – helps to make this clearer.
Nouns are useful abstractions. The objects that concrete nouns describe exist individually in a practical or pragmatic sense (this dog, that fork…); or not, in the case of unicorns, etc.. Useful abstractions like nation states or agreements can also be said to exist in a practical and pragmatic sense. They are social realities. But all too often, and especially in the context of philosophical discourse, useful – or not so useful – abstractions are taken to be real in a metaphysical sense, or something real or substantive is seen to lie behind an abstract noun which is merely a convenient tool facilitating concise expression.
One thing which is particularly interesting, as I see it, is the relationship between metaphysics (as a discipline) and religion. Western metaphysics – from Plato to medieval and through to modern times – grew out of what came to be called natural theology and was usually associated with a particular kind of (intellectualized) religion.
But other religious tendencies existed within the Judeo-Christian West which were hostile to metaphysics and which saw metaphysicalized religion as a betrayal of the more direct and intuitive form of religion to which they were committed. Blaise Pascal typified this approach. He rejected the “God of the philosophers” entirely, and embraced the God of Abraham, Isaac and Jacob. Tolstoy and Wittgenstein were decidedly within this fideist tradition.
A commitment to metaphysics is often associated with a commitment to religion. But a hostility to metaphysics can also be driven by religious commitments.

On the scope and limits of science
What we can do is to express our views on and reactions to particular topics and particular things. What we can’t do is to tie it all together and articulate the whole, even in general terms.
There are a number of ways of looking at this. You could see it in terms of underlying logical coherence, for example. If a view of things had such coherence, it could be articulated accurately and concisely, at least in general terms. (1) But, given the fact that conscious reasoning constitutes only a minuscule portion of cognitive activity, there is no reason to expect – and every reason not to expect – that a person’s outlook on the world, with all its implicit value assessments, etc., would have anything like the degree of underlying logical coherence which would be necessary for its satisfactory articulation in linguistic terms.
Another way of looking at this is in terms of frameworks. A particular context is always required to provide a foundation for any statement or claim, and there is no general or generic context to which we can appeal. The broader the context, the less we can usefully (or even meaningfully) say. The danger here is that one gets lost in virtually meaningless abstractions and generalizations.
The most powerful forms of self-expression via written language are literary, and good writing in a literary sense is marked by specificity and concreteness and attention to the details of lived experience. Generalized claims and abstractions play only a minor role.
The impulse to express a comprehensive view has traditionally manifested itself in religious and philosophical contexts. But, as ways of understanding the world, modern scientific disciplines (including historical disciplines) have largely replaced religion and traditional metaphysics. You want to know about some specific thing? Go to the experts. Unfortunately, there are no experts to go to if you want answers to substantive questions about values or about the significance of human life, for example.
Individually we need to be committed to a set of values and beliefs in order to live. There is a huge range of possible belief and value systems, but an individual’s social and cultural environment narrows the possibilities somewhat. Beyond embracing the best available cultural elements (as one sees them) and applying principles of practical wisdom and commonsense, there is not a lot more one can do, other than ensuring that – as far as possible – one’s beliefs are compatible with scientific and scholarly knowledge.
It has become clear over time that scientific, empirical, formal and analytical methods represent the only reliable ways we have of building an objective or value-neutral communal knowledge base. Unlike our culturally-driven (and so values-driven) individual perspectives, this knowledge base is not only able to be articulated, it only exists to the extent that it has been articulated. It is necessarily public knowledge. (I use the word knowledge, but all claims are subject to challenge within the context of the disciplinary processes involved.)
Even here, however, the knowledge in question does not constitute a single thing or a unified structure, and so cannot be expressed concisely or in a unified way.
The term “edifice” is sometimes used to describe our communal knowledge base, but this metaphor is very misleading. In fact, it seems to me that one of the most significant things about human knowledge which the history of science and rigorous scholarship clearly demonstrates is its diverse and distributed nature. It is something of an irony therefore that champions of a scientific view of the world so often fall into the trap of seeing knowledge in unified terms.
Otto Neurath, who represented what might be called the radical wing of the logical positivist movement, was for many years the most prominent promoter of the notion of the Unity of Science. He clashed repeatedly with moderate figures in the movement such as Louis Rougier who strenuously rejected the notion, seeing in Neurath’s campaign an attempt to promote a creed, a new orthodoxy. Neurath’s view was an updated version of well-known 19th-century attempts to create a scientific socialism, and it was quite as censorious and illiberal as traditional religious orthodoxies, if not more so.
The attempt to promote a scientific creed continues to this day, of course, driven by a combination of arrogance and ignorance of intellectual history. But there is a difference between having a basically scientific view of the world and making science into some kind of creed or orthodoxy.
Things have changed in the arts and in non-scientific intellectual circles in recent decades, but not so long ago many of the greatest writers and artists and non-scientific thinkers had a very positive view of science, or at least accepted the general findings of mainstream science and rigorous scholarship. This is sometimes forgotten, partly because many of these writers and thinkers are currently out of fashion but partly also because the scientific or science-accepting side of many currently fashionable thinkers (Nietzsche comes to mind) is being downplayed.
As I see it, the fruits of science and scholarship belong to us all even though, as individuals, our actual knowledge is necessarily limited. Strangely enough, practicing scientists and scholars – because of the extreme degree of specialization which is required today – are no more likely to have a satisfactory general understanding than the interested observer, and the amateur will often have more time and energy than the specialist to devote to wide reading and to considering the implications of what is known.
I still have a very high regard for leading thinkers in scientific fields, especially fields (like physics and biology) which deal with fundamental questions of the natural world which have a bearing on how one sees or conceptualizes human life. But the more one reads their popular books or blogs or listens to interviews or to panel discussions, the more obvious it becomes that the special insights of scientific specialists rarely go beyond the scope of their areas of expertise.
For most purposes, of course, specialist expertise is not required, and useful or interesting conclusions can be drawn from very basic kinds of knowledge. Such arguments and elaborations may (and should, in my opinion) still be rooted in a view of the world which respects the findings of mainstream science and other rigorous forms of intellectual inquiry, but any argument involving matters of human significance (and so human values) necessarily goes beyond science and our empirical knowledge base more generally.
Some such elaborations have been developed with a view to expressing in a systematic way a particular view of the world. These (if my thesis is correct) cannot succeed. I have in mind, in particular, the sort of metaphysical systematizing which was in vogue in Europe, especially during 19th century.
Under the influence of thinkers such as Bertrand Russell and Gottlob Frege, more analytic and narrowly focused approaches gradually came to prominence and largely replaced traditional metaphysics. This analytical strand of philosophical thinking was very different in nature to almost all philosophical thinking before it in that it sought to bring academic philosophy more into line with scientific, formal and rigorous empirical disciplines; in other words to separate once and for all philosophy as an intellectual discipline from more traditional notions which saw philosophy as (at least potentially) providing guidance for living. Both Frege and Russell saw themselves as men of science (in the old European sense of the term). Russell was particularly scornful of the idea that academic philosophy should deal in any way with what was (and still is) popularly known as a “philosophy of life.”
In his intellectual autobiography Russell described the sense of freedom and liberation that accompanied his rejection of the idealist metaphysics which dominated the intellectual world in which he grew up for a more empirically-based view of things. The case I am making here is very much in line with a Russellian view. (2)
A great strength of Bertrand Russell as a thinker is that he was always aware of the way our personal values play into our thinking. Much of his published work is journalistic and opinionated. Arguably his views on education and some social questions were quite misguided. His views on power and politics still stand up, I think. But my point is that he drew a clear distinction between his serious philosophical work (from which he sought entirely to exclude his personal values) and the rest.
My focus here, however, is not science or the nature of philosophy, but rather on the relationship between science (broadly interpreted) and human values. Any attempt to articulate a value-driven point of view takes us beyond a purely scientific or rigorously scholarly space, albeit not entirely beyond the reach of scientific and scholarly expertise.
Even in the realm of rhetoric and persuasion, where personal values hold sway, the compatibility of any given position with mainstream science and rigorous scholarship remains an important litmus test. If a position or point of view fails the test, it can be excluded from consideration. But – fortunately or unfortunately – the bar is fairly low here, and the test in question lets through a vast array of mutually incompatible points of view.
The perspective I am putting forward is based in part on a particular interpretation of recent Western intellectual history. Certain thinkers have influenced me more than others, and any elaboration or defense of these ideas would necessarily involve the historical aspect: arguments about particular thinkers and about the relative merits of different ways of identifying and framing the main questions. Nonetheless, let me try to sum up my key points in purely non-historical terms. As individuals we slowly develop (or allow the ambient culture to develop for us) a general perspective or view of the world. Such a perspective cannot be fully articulated or satisfactorily summarized. It could be seen to express itself (via words and actions) in countless choices. These choices are practical and action-oriented rather than theoretical. They are responses to particular situations. Whereas individual perspectives can never be articulated holistically, values-based points of view on particular issues (which are driven in large part by an individual’s general perspective) can be articulated. They may be falsifiable, but are not amenable to positive scientific or academic validation.

1. There may be a parallel here with the way complexity is conceptualized in algorithmic information theory, i.e. in terms of the compressibility of strings or other kinds of data structure. Data can usually be compressed (to a greater or lesser extent), but arbitrary random data cannot.
2. I am also drawing on Karl Popper’s general views on knowledge and falsifiability. Many of Russell’s and Popper’s specific views have been called into question, of course, and/or developed in various directions. Russell (at least) welcomed this. He saw himself as having made his significant contributions relatively early in his life and looked to others (initially to Ludwig Wittgenstein, and later to the logical empiricists) to move things forward. It is often asserted that the logical positivist movement 1) failed and 2) deserved to fail because the core insights of its main representatives were profoundly misguided. I question both of these judgments. Some of the ideas which drove the logical positivists were misguided. I mentioned Neurath’s ideologically-driven approach, for example. But the basic principles and perspectives on the scope and nature of human knowledge expressed in the writings of more moderate figures within the movement (like Moritz Schlick, Hans Reichenbach and Louis Rougier) are sound, and I am optimistic that they will survive – at least in modified forms which reflect ongoing changes in the scientific and intellectual landscape.
3. Also, it is obvious that the general perspective on knowledge which I have been discussing (and defending) has social implications. Historically speaking, it has, by and large, been associated with anti-totalitarian social philosophies, and this is no accident. I would want to claim (though I am not attempting to make the case here) that such a perspective is naturally compatible with traditional liberal values and – if not strictly incompatible with – at least not supportive of extremist politics, either of the left or the right.

Language and thought
Some people believe that all thoughts and concepts are language-based; others see language as playing a less crucial (or central or primary) role. This issue came up during a discussion of my recent essay at The Electric Agora on Wittgenstein's (mainly non-verbal) antics, though the essay itself was not concerned with this particular question. There are a lot of potential confusions here, a few of which I will try to disentangle as I put my point of view.
How one answers this question depends on how one frames it and what exactly one means by 'thoughts' and 'concepts' (specifically, how broadly or narrowly one defines them). But it also depends on what we mean by language. Are we talking about natural language, that is, human languages as they are in all their complexity? Or are we talking about language in a looser, more general sense?
Wittgenstein, for example, talked about an imagined primitive language that a tribe of builders might use. Clearly he is not concerned directly with actual human languages here (i.e. natural language, as the term is usually understood) but rather with the basis of the meaningfulness of language in general, of any possible language. Whatever he talking about, it is certainly not the complex thing (or set of systems or suite of behaviours) which is normally called natural language and which our brains are specifically primed to acquire. Or, if he is talking about it, it is in very oblique terms: telling a story about an imagined simplified language to demonstrate something about how these actual complex languages came to – or can – have semantic content.
If you wanted to understand how language gets meaning surely you would want to look closely at how children acquire language. Speculations about how language itself developed are something else again. But whatever Wittgenstein is doing, he is not doing science and he is not suggesting an hypothesis about anything.
His general point seems to be that language is a social thing and that meaning arises through social interaction. But who is disputing this? (The main target of Wittgenstein's criticism seems to be certain philosophical ways of thinking, and to some extent his earlier self.)
He is not using the term 'language' in its usual sense to refer to natural language (i.e. to existing human languages). But if – unlike Wittgenstein – you are using the word 'language' in this way, then the idea that all thought and concepts are language-based is very implausible.
As I wrote in a comment...
"The brain’s language modules (contentious term but I am just using it to mean “brain systems involved directly in linguistic processing”) interact with other modules, and constitute only a part of the total cerebral activity which is associated with conscious experience. It seems a bit forced to characterize the multiple and various conscious experiences not associated with linguistic processing as ‘not-thought’.
"[One commenter] talks about “thoughts of a significant kind” [as being language-based]. This needs further unpacking, but at least the qualification is there."
Having language makes us special, that's for sure.
My comment continued:
"... [T]he capacity for complex language changes the nature of ‘thinking’ in radical ways. This relates to the capacity for abstraction. I see a link between natural language and artificial languages (like mathematics). Certain non-linguistic animals can count and maybe subtract in an intuitive kind of way, and may enact certain processes which could be represented in terms of formal logic. But building and using explicit abstract systems can only be done by humans, and I think these formal systems are modelled to a large extent on natural language. Even ordinary natural language involves a high degree of abstraction. It is a big deal and a game-changer.
"I think some philosophers have erred, however, in pushing what I see as an extreme line on the question of language and thought. I am thinking in particular of the views of a couple of my teachers. As an eighteen-year-old undergraduate I was given what I now believe was a false perspective on language and thought in philosophy lectures and tutorials. It took me years to work my way out of it.
"I don’t think I entirely agree with Brendan Larvor’s criticisms of philosophical practice. [Larvor is an academic philosopher working in the U.K. who was cited in my essay and who finds fault with the argumentive practices of philosophers, seeing them as designed primarily to silence opposing voices.] I was not so much bullied as persuaded. But there was a definite sense of cultishness; an unspoken understanding that “We have this special [curiously ineffable] insight which is denied to others.”"
And you'd have to say, I think, that much of this cultishness drew – and continues to draw – on Wittgenstein's later work, including his discussion of imaginary 'languages' and use of the (arguably ill-defined) concepts 'language games' and 'forms of life'.
